User-Agent and optional X-Census-Client: your-product/1.0 (+https://yoursite).
We keep aggregate labels only (who depends on the census), not end-user profiles.

Abuse controls: free 10 unique lookups/day per IP, free account 100/day, Pro 200/day, plus a per-minute burst cap. Repeating the same query the same day does not re-bill the quota. Scrapes get 429 with Retry-After.
